I am curious about the extent to which this loss of personnel was due to noncompliance with COVID vaccine mandates.
No idea. It was peripheral to everything else here, and would have taken a long time to even try to get a clear answer. I also didn't want to distract with a debate around it, nor about COVID policies in general. People have strong feelings about them. I think it's important that those feelings (and the policies) get properly discussed in the right time and place. For here and now though my only point is that the pandemic and policies had certain effects. :)
